Role One

General manager of large and old state-owned enterprises

As the general manager of an ultra-large state-owned enterprise, Yan Yanfeng’s actions must be consistent with the central government's policy on state-owned enterprises at different times, such as reduction in staff and efficiency, three-year relief from difficulties, and overall listing.

On March 19, 1999, Yan Yanfeng took over as the general manager of any steam group. Although it has been painstakingly operating for decades, at that time, FAW Group's days were not that good. In 1998, the profit was only 150 million yuan. As a large state-owned enterprise, this is obviously not a good result.

The headcount of state-owned enterprises at that time was the key words of the reduction in staff efficiency and the return of state-owned enterprises for three years. FAW Group is no exception. But it is easy to achieve these things.

The FAW headquarters in Changchun is just a city. Ten thousand people are gathered here and rely on FAW to work and live. In this car city, "everything has, a city should have everything here. If you don't want to go out, you can solve it in a car factory all your life."
This may seem like a perfect thing. However, it is a headache that needs to be resolved. As an oversized state-owned enterprise, it has shouldered heavy social burdens. As the competitive environment intensifies, this burden became even heavier at the end of the last century.

Another problem is that there are many redundant people, people are overstaffed and inefficient. At the same time, as a large-scale state-owned enterprise, internal management costs are high, and the price of collaboration supporting manufacturers is chaotic. This is also a problem that Yan Yanfeng has to face squarely.

How to reduce social burdens, how to reduce staff, and how to increase efficiency, these problems were regarded as the most difficult problems in the reform of most state-owned enterprises at that time. At the time of the meeting of the CEOs of state-owned enterprises, they asked each other how to deal with these two issues. There is a joke: A boss of a state-owned company said that he had nothing in his business, but only a poor crematorium; and another state-owned company manager said that he was worrying about how to manage the crematorium to the place.

This is because, in addition to making profits and taxes, state-owned enterprises have another, more important responsibility that is social stability. State-owned enterprises, especially large-scale state-owned enterprises, are frequently hit by tens of thousands of people. If they are improperly placed, they will face significant social problems and no one can assume such responsibility.

Yan Feng is no exception. He has no choice. After taking office, a wide range of reforms kicked off. This reform with the purpose of stripping auxiliary businesses, reducing staff, and increasing efficiency has caused Yan Yanfeng to be controversial.

This reform basically ended in 2002. As a result of the reforms, FAW's subsidiaries formed a market competition mechanism. Some people, especially those who made a fortune by the chaotic matching system, broke their financial roads, and some of them had retired at home and the auxiliary business had been stripped.

In any case, it is undeniable that, in the reform of the large-scale state-owned enterprises led by Yanfeng, FAW basically rationalized the management system of internal chaos for many years.

Constantly allowing the subsidiaries to have market awareness and competitiveness, constantly stripping many auxiliary businesses to local areas, and maintaining social stability while reforming, this is an important task for Yan Yanfeng to run through for nine years.

In recent years, the central government has required state-owned large-scale enterprises to provide conditional listing financing. In the three major domestic auto industry groups, SAIC and Dongfeng have already completed, and only FAW is not yet listed. In fact, under the leadership of Yan Yanfeng, the preparations for the listing of FAW have been basically completed, and the rest is only the technical level operation.

In the past nine years, as a general manager of an extremely large state-owned enterprise, Yan Yanfeng’s answer to the reform and development of state-owned enterprises was clearly excellent.

Role II

The helm of the largest auto group in China

As the largest auto group in China, Yan Yanfeng must ensure the growth of various business segments of FAW in order to maintain the leading position of the domestic automobile industry.

After the internal reform was basically completed, Yan Yanfeng quickly began to expand. After 2001, the growth of blowouts in China's autos brought a good opportunity for the expansion of Yanfeng.

In 2002, Yan Yanfeng merged with Tianqi to complete the “Tianyi restructuring” case. At the same time, it completed the restructuring and acquisition of Sichuan Automobile. After the completion of the two mergers and acquisitions, FAW and Toyota have entered into a joint venture with production in Changchun, Tianjin and Sichuan.

Whether Tianyi was reorganized or merged with Sichuan Automobile, it was generally rated as “Toyota Conspiracy Theory” by the outside world – Toyota’s conditions under a joint venture intimidated FAW as a barrier to joint ventures. Because Toyota has joint ventures with Tianqi and Sichuan Auto at this time, it is no longer possible to establish a joint venture company based on industrial policy. And if FAW acquires the two companies, the joint venture will be a matter of course.

Critics believe that FAW has paid too much for its cooperation with Toyota. Because, at that time, Toyota was generally regarded as slow in China, backed toward Asia, and did not understand China.

However, six years later, when we look at this cooperation again, we can see that Yan Feng is looking forward. From the sales point of view, FAW Toyota is expected to have 400,000 sales this year, quickly becoming the first leg of domestic passenger vehicles. From the layout point of view, Chuanqi and Tianqi's base provided a relief to FAW's pressure on production capacity. At the same time, it placed pieces in North and South China. From the perspective of personnel training, successive FAW Toyota’s Chinese managers entered the other sections of the FAW Group. For example, Cui Dayong, who once served as the head of FAW Toyota’s comprehensive management department, is now the general manager of any steam red flag sales company. At the same time, a joint venture with Toyota can effectively check and balance another partner, the German public.

In the same period, Mazda teamed up with FAW to establish FAW Mazda Sales Co., Ltd. under the banner of FAW Car Co., Ltd., hoping to contribute to the Red Flag. Since then, FAW Mazda not only brought huge profits, but also brought its own brand Pentium cars.

On July 15, 2003, FAW-Volkswagen No. 2 Plant, Liberation New Base, and FAW Car New Base also announced that they had started construction. As the general manager of FAW Group, Yan Yanfeng inherited the eldest son, and it is also reasonable for the Chinese people to be more demanding in their self-reliance.

FAW Group's red flag and liberation as the two major national brands must be adhered to at any time, which is beyond any doubt.

The competitiveness of the liberation truck itself at home is already quite strong. After spending 10 billion RMB, Liberation Trucks has developed an advanced R&D production system. In 2007, the offline J6 has completely reached the world's top heavy truck standards, regardless of the level of R&D or manufacturing. Liberation trucks are already an important profit segment of FAW, and they also support the most employees at FAW - more than 80,000 people rely on liberation trucks to eat. In the development of the liberation of the brand, Yan Yanfeng handled it properly and received praise both inside and outside.

The real tricky thing is the Hongqi brand. This is a brand shrouded in halo, a symbol of Chinese cars. After the auto industry entered the market competition, the Hongqi brand has been struggling.

In order to save the Red Flag brand, FAW has successively used the technologies of Audi, Lincoln, Toyota and many other manufacturers, but it still has no improvement. In terms of positioning, it has been divided according to the administrative level, and Ming Shi and 18, which have reduced prices, have been produced, but the market does not agree.

It seems that the red flag can't seem to find a direction. The weakness of the Hongqi brand has caused Yan Feng to be criticized by many people. When the independent brands such as Chery grew rapidly, in 2004, the “truth of loneliness for 20 years” evoked a strong rebound in national sentiments among the Chinese people.

What is rarely known to the outside world is that in 2002, Yan Yanfeng had already determined to absorb, re-innovate, and develop his own brand. When FAW introduced Mazda negotiations in 2001, it will use Mazda's technology on its own brand, which is a condition for both parties. Shortly thereafter, a mid-to-high-end car code-named C301 quietly began research and development. This car is now the Pentium car. Until 2005 and 2006, digestion and absorption and innovation were formally proposed by the central government as an important way of independent innovation.

Despite the Pentium, there are also Xiali, but because of the red flag, FAW has some lack of confidence in the car's own brand.

However, it seems that the red flag has now found a solution. In 2007, the Red Flag was stripped from the FAW sedan stocks, the FAW Red Flag Division was established, and the headquarters of the FAW Red Flag Sales Company was placed in Beijing.

This will serve two purposes. On the one hand, it will make the report of the FAW sedan stocks more attractive. On the other hand, it can concentrate resources and make the red flag stronger. In 2007, the Red Flag has a clear direction - return to luxury brands. This is obviously a correct direction - the red flag is not an independent brand that pursues sales, but is a symbolic independent brand. As for sales, it was handed over to Pentium and Xiali.

As the fundamental guarantee for the development of self-owned brands, FAW has accumulated considerable strength in R&D. According to public information from FAW Group, FAW’s comprehensive R&D capability ranks first in the automotive industry.

The innovative features of FAW Group are: "scale autonomy, high-end autonomy, system autonomy, and continuous autonomy". Auto Man: Even if you are leaving, you are still doing something for the company you love. Can you tell us what you are doing in the final period of time when you are still the general manager?

Yan Yanfeng: Recently we are busy reviewing car styling, and my final job is mainly focused on R&D. Before I talked with you, I came back from the R&D center because the new models that we are about to launch in 2008 and 2009 were all there. This is not what it takes to do it casually. It must be pushed forward scientifically step by step according to the standard process. Now that R&D has reached the point of some things, this is very important, and we can participate as an auto professional. In this work, I also feel very happy.

Auto Man: From the general manager of FAW Group to the vice governor of Jilin Province, what does the conversion of this role mean to you?

Yan Yanfeng: I don't have any idea about improperly managing the general manager. This is not a problem in any position. People should accept various social choices. I must also fulfill my new duties. However, the relationship between the work and the car will be less, and I will feel that it is the most regrettable thing. I also said a lot about the relationship between the automobile and the society. I love the car and I love it so I can't bear to leave the car. As for the others, I think there is no regret.
