China's PVC exports continue to grow

Affected by the export tax rebate reduction, the export slowed down significantly in the second half of last year From January to November 2007, the export volume of PVC in China continued to grow on the basis of the significant increase in previous years, but the export growth rate began to slow down. According to customs statistics, from January to November 2007, China exported a total of 675,000 tons of polyvinyl chloride, worth US$600 million, an increase of 44.7% and 66.9% year-on-year, respectively; the average export price was US$888.6/ton, up 15.4%. The export growth rate slowed significantly compared with 245% and 233% in 2005 and 2006.
In 2007, China's PVC exports showed three major characteristics:
First, India has become the largest export market, and market concentration has further increased. From January to November last year, China exported 228,000 tons of polyvinyl chloride to India, an increase of 1.8 times, accounting for 33.78% of China's total PVC exports during the same period. In addition, exports to Russia were 99,000 tons, an increase of 1.6 times; exports to Egypt were 63,000 tons, an increase of 92.9%; exports to Hong Kong, China were 62,000 tons, an increase of 22.2%; exports to Brazil were 35,000 tons, an increase of 1.5 times; The Emirate exported 33,000 tons, an increase of 1.2 times. The above six markets together accounted for 77% of the total exports during the same period, and their proportion increased over the same period of last year. The number of exports to Turkey, the largest export market in 2006, dropped sharply by 80% to only 24,000 tons, ranking 7th.
Second, the average price of exports continued to climb and exports slowed down significantly in the second half of the year. Affected by the continued increase in the prices of raw materials such as calcium carbide, the export prices of PVC in China continued to rise in 2007. The average export price in January was US$783/ton, and it continued to rise to US$1033.2/ton in October and fell slightly in November, reaching US$1005.1/ton, up 28.4% from January. Affected by the export tax rebate, China's PVC exports have slowed down significantly in the second half of the year.
The third is the surge in private enterprise exports, but state-owned enterprises are still the dominant force in exports. From January to November 2007, China's state-owned enterprises exported 354,000 tons of polyvinyl chloride, an increase of 39.7%, accounting for 52.5% of China's total PVC exports during the same period; foreign-funded enterprises exported 205,000 tons, an increase of 24.4%; private enterprises export 9.4 Ten thousand tons, two times growth.
It is understood that as China began to impose anti-dumping duties on imports of polyvinyl chloride in some countries and regions in 2003, China's PVC industry has expanded rapidly and exports have increased rapidly. However, experts have warned that there are still many problems in China's PVC industry: First, the product structure is irrational. At present, most of the domestic PVC companies can only produce general-purpose products, which makes the proportion of low-end product production capacity too high, and the supply of high-end products is insufficient. Most of them still need to rely on imports. The second is the prominent issue of high energy consumption and high pollution. At present, PVC production in China is still dominated by high-energy-consumption and high-contamination calcium carbide methods. In 2006, about 70% of new production capacity was still the calcium carbide method. Third, the trade friction has intensified. China's PVC has been subjected to trade barriers such as anti-dumping in India and safeguards in Turkey. Since 2007, with the continuous increase in the concentration of PVC export markets, the risk of trade friction has also increased. Although the impact of the current export tax rebate policy has been initially reflected, and the growth rate of exports has declined compared with 2005 and 2006, it is also necessary to track the export volume and price changes of PVC in China in time, strengthen industrial early warning, and try to avoid the occurrence of trade friction.
