It is reported that in 2015, the Ministry of Communications has initiated the revision of the "Regulations". At that time, the revised "Regulations" clearly stipulated that new and rebuilt roads with a technical level below the second level should not be charged. On this basis, since last year, China has cancelled the toll of secondary roads, which has been basically cancelled in all parts of the country.
According to the industry, current logistics costs account for a large proportion of corporate expenditure costs, and reducing logistics costs plays an important role in reducing corporate burdens. Earlier, Liu Xiaoming, the deputy director of the Ministry of Communications, clearly stated that the logistics cost of China was reduced by 88.16 billion yuan last year when it came out of the 2017 logistics cost reduction bill. Among them, the green channel policy for the transportation of fresh agricultural products is strictly implemented, and the highways are encouraged to implement differentiated charges and reduce the burden on enterprises, totaling 49.66 billion yuan; reducing the operating and service charges of port and shipping enterprises, adjusting and standardizing shipping surcharges, port construction fees, etc. The policy is to abolish the ship port fee, ship registration fee, ship and marine product facility inspection fee, and reduce the cost by 13.5 billion yuan.
Yang Chuantang said that regardless of the cancellation, reduction or maintenance of road tolls, it is closely related to the situation in various places. For example, Shenzhen has already purchased all toll roads, so the fee is cancelled. The difference in fees between provinces and provinces is due to the different construction conditions and road conditions between regions, and the “one size fits all” reform is not appropriate.
