The province has officially issued a new trading method for emission rights. Ammonia nitrogen and nitrogen oxides were first included in the scope of emissions trading. It is understood that as of now, the province has traded more than 2,860 tons of chemical oxygen demand and sulfur dioxide emissions, with a turnover of more than 1,200,000 yuan.
In 2006, Hubei Province took the lead in setting up an emissions trading company in the country. In March 2009, it officially launched the major pollutant emission rights trading and implemented paid pollution. Afterwards, the Hubei Provincial Government promulgated the "Trial Measures for the Exchange of Pollutant Emissions from Major Contaminants in Hubei Province." With the introduction of new measures, the old methods will also be abolished at the same time.
According to the new regulations, the main pollutants in the province's emissions trading system have been increased from the past two items to four, namely, chemical oxygen demand, sulfur dioxide, ammonia nitrogen, and nitrogen oxides. Emissions trading follows the principles of voluntariness, fairness, optimization of environmental resources, and gradual improvement of environmental quality. Sewage disposal units implement process updating, cleaner production, and enhanced pollution control. If the annual actual emissions of major pollutants are less than the annual allowable emissions, they may apply to the local environmental protection administrative department for emission reduction registration, and the emission reductions may be subject to major pollutant emission rights trading, and may also be reserved. The pollution discharge units that have been banned or closed down according to law shall be entitled to the pollution discharge right of major pollutants obtained free of charge by the administrative department of environmental protection of the province.
