At the national meeting on the adoption of international standards held on December 19, it was revealed that in 2008, the National Standards Committee will intensify efforts to elevate the level of traditional industry standards and accelerate the development of a more robust standard system across key sectors such as equipment manufacturing, iron and steel, non-ferrous metals, chemicals, textiles, and building materials. The goal is to enhance technological standards and ensure alignment with global benchmarks.
The State Council’s Opinions on Accelerating the Revitalization of the Equipment Manufacturing Industry emphasize the crucial role of standardization in driving industrial growth. It calls for raising the quality of national, industry, and corporate standards to better support Chinese equipment products in international competition. During the "Eleventh Five-Year Plan" period, the machinery industry aims to refine its standardization framework by improving market mechanisms, speeding up revisions, and addressing outdated or insufficient standards. The objective is to create an industrial standard system that aligns with international norms, has clear focus, reasonable structure, and meets market demands. For instance, the adoption rate of chemical equipment standards is expected to rise from 48.6% at the end of 2005 to 55%.
In recent years, progress has been made in the standardization of the machinery industry, but the pace of updating standards still lags behind the rapid development of the sector. Issues like outdated standards, low quality, and poor timeliness remain unresolved. As an example, the chemical equipment industry had 390 standards by the end of 2005, including 27 national and 363 industry standards, with an adoption rate of 48.6%. However, many standards are outdated, lack relevance, and fail to address critical areas such as product safety, performance, and reliability. Additionally, the standard system is incomplete, covering only a limited portion of the industry and lacking strong support. Implementation of standards also remains weak, with little attention given to their revision and enforcement.
Experts suggest that during the "Eleventh Five-Year Plan," the focus should be on new products, technologies, environmental and safety-related standards, foundational supporting standards, and those essential for trade. The target is to reach an adoption rate of 55% by 2010 and limit the average age of standards to within 15 years.
As of the end of 2007, the chemical equipment industry had a total of 417 standards, including 27 national and 390 industry standards, with the adoption rate reaching approximately 50%. This reflects gradual improvement, but there is still much work to be done to ensure that standards are up-to-date, comprehensive, and effective in supporting the industry's growth and competitiveness.
