On September 20, a high-level forum focused on the development of natural gas energy and chemical industry bases in western China—specifically in Sichuan and Dazhou—was held at the Great Hall of the People in Beijing. The event was jointly organized by the China Petroleum and Chemical Industry Association, the People's Government of Dazhou City, and the China Chemical Industry News Agency. The forum aimed to promote the region’s potential as a key energy and chemical hub in China’s western region.
Dazhou, located in Sichuan Province, is actively advancing its vision to become a major natural gas energy and chemical industrial base. By 2010, the city aims to achieve an output value exceeding 10 billion yuan and generate more than 1.5 billion yuan in tax revenue. This ambitious goal is supported by the city’s rich natural resources and strategic location.
Dazhou boasts significant mineral wealth, including 28 types of exploitable minerals, such as 763 million tons of coal and 111 billion tons of rock salt. More notably, the city holds an estimated 3.8 trillion cubic meters of natural gas, making it one of China’s three major gas fields. Out of the 112 gas fields identified in the Sichuan-Yunnan region, 78 are located in Dazhou. In addition, the city serves as a vital logistics hub in Sichuan and a key distribution center for the Qinba region.
In recent years, major energy and chemical companies such as PetroChina, Sinopec, and Hong Kong Nanyi have established operations in Dazhou, further boosting the city’s industrial development.
At the forum, Li Xiangzhi, Secretary of the Dazhou Municipal Committee, outlined the city’s plan to build a modern energy and chemical industrial zone. The base will integrate multiple sectors, including natural gas chemical industry, power generation, sulfurization, salt chemical, and coal chemical industries. The goal is to create a comprehensive and sustainable industrial ecosystem that leverages the region’s natural gas resources.
Several key projects are already underway or in the planning stages. The Luojiazhai Nissan 9 million cubic meter desulphurization plant is under construction, while the Huaxunshan Power Plant, with a capacity of 2×300,000 kilowatts, is expected to be completed soon. The Star Energy LNG project will begin construction this October, and Bayi Power has finalized the feasibility study for a 2×350,000 kilowatt natural gas power generation project.
Additionally, Dazhou has planned several large-scale chemical projects, including annual production capacities of 300,000 tons of synthetic ammonia, 400,000 tons of urea, and 1.3 million tons of methanol dimethyl ether. Other projects include methanol, acetic acid, natural gas to acetylene, PVC, 1,4-butanediol, natural gas power generation, and liquefied natural gas (LNG) facilities.
The city’s development plans have been carefully studied and prepared by various institutions, including the China Petroleum and Chemical Industry Planning Institute, Sichuan University’s School of Chemical Engineering, and the Sichuan Provincial Chemical Design Institute. These efforts reflect Dazhou’s strong commitment to becoming a leading energy and chemical industrial base in western China.
