Shouguang City, located in Shandong Province, has effectively transformed its northern saline-alkali wastelands into a thriving chemical industrial park along the Bohai Sea. Leveraging its strategic location, abundant natural resources, and favorable investment environment, the park has become increasingly attractive to both domestic and international enterprises.
According to recent reports, on September 23, three foreign chemical companies officially established their operations in the park. To date, over 30 chemical firms, including foreign investors, have set up factories here, with 10 of them exceeding an investment of 100 million yuan. This rapid growth highlights the park's strong potential and appeal to global investors.
Situated in the heart of the Shandong Peninsula, Shouguang boasts vast saline-alkali land in the north, which is flat and sparsely populated, offering significant development opportunities. The city is well-connected by water and land transport and serves as a major salt production base in China, producing 3 million tons annually. It also has substantial underground brine reserves—4 billion cubic meters—and rich oil and gas resources, making it ideal for the development of salt-based and fine chemical industries.
At the start of this year, Shouguang launched the vision of "mobilizing the entire city to develop a world-class chemical industry in the Bohai region." Drawing inspiration from successful models like the Shangyu and Yuyao development zones in Zhejiang, the park focuses on building new urban districts and ecological parks. Zhejiang University Planning and Design Institute was brought in to handle the overall planning. The park is divided into five main industrial zones: salt chemicals, petrochemicals, environmental protection and energy conservation, marine biology, and new materials, along with two residential communities.
To ensure sustainable and high-quality growth, the park emphasizes both development and ecological protection. A wetland reed-based sewage treatment plant, located 3.5 kilometers from the park, has been constructed using local reed resources. An investment of 150 million yuan is planned for the second phase, increasing the daily sewage treatment capacity to 120,000 tons—the largest of its kind in Shandong’s county-level cities. Additionally, 10,000 mu of reed wetlands are being used to treat wastewater and reclaim saline-alkali land, promoting eco-tourism as a key driver of regional development.
Li Huagang, deputy mayor overseeing the development zone, stated that the framework of the Bohai Chemical Industry Park is taking shape, with infrastructure fully in place. The city is now focusing on improving service awareness and building a supportive business environment to welcome future projects. Once completed, the park is expected to become a major economic engine for Shouguang, driving long-term growth and innovation.
